Paying the equivalent of 13 of the perpetual upfront cost annually entitles you to all the benefits of a perpetual license that has a current maintenance contract: access to new versions of the software and to FileMaker support. A key difference is that you do not own the software; i.e. After year three, youre paying more than if you bought the software outright.
